A little googleing I found this article, it tells the reasons why it happens in Canada.
In shorts, it is because it pays very well. Chance of getting caught is low. Even you are caught you only get a slap on the wrist. Canadian export check is very lax.

These sort of behaviour is actually getting increasingly common among Chinese. They are calling these action "patriotic".
These is a story early in May. A young staff from a Chinese drinks company that manufactures something called the "Meco" tea printed out some labels with anti-japanese slogans (about the release of radioactive water) and went to Japan and attached them on the drinks in the shops there. Of course he took photos and post them. Did the staff get punished? The CEO of that drink company went to the the airport in person and welcomed him back in China. It is reported he also got a big bonus. Sales increased a lot and many support messages were posted online.

It’s not on the roof as it would have to be many times the size of the Lawson to hide Mt Fuji from 30m away.
It’s set up across the road next to the photo spot so 2.5x20m is enough.
I believe the tourist can still take the picture. They just need to place their phones really close to the screen on the other side and use the front camera of their phones to get a accurate shot.

I do not think we will be seeing them flying around in cities in the near future. It is highly likely you will need a pilot or other similar licenses to fly it. Then there are regulation, insurance, liability issues etc.
However, that does not mean it is useless. Emergency responders like parametic or police can have a few of these so they can beat all the traffic and get to the accident site quicker.
By the way, there is already something very similar to this. It is called "ultralight helicopter".

The average prices of EV are still relatively high comparing to their ICE or hybrid counterparts. Also not everyone is lucky enough to have a spot to park the EV and recharge it at night. There is still too many problems with fast charging at those charge stations.

I was in Osaka about 2 months ago. I went to a restaurant near Shinsaibashi at 1:00pm on a weekday and all the customers inside the restaurant and those waiting outside were tourist.
All the money I spent on that trip goes directly to the transportation companies that I rided, the restaurants that I went, the shops that sold me the things I wanted.
Better management is what is needed.

ABC (Australia) posted an online news article about this case yesterday. They interviewed one of his drinking buddy who met the guy 36 years ago. There are few interesting things mentioned in the article:

I do not speak Japanese but I do know Kanto and Kansai accent. But I did not know there is other regional accent in Japan.
Takeshi Ito is struggling to come to terms that his friend was a wanted terrorist.
"Even during those rebellious times when he was a student, he probably followed those people because he got drunk. He wasn't a leader type," he said.
"I feel sorry for him."
Very interesting point but even it is true I do not think telling the judge I got drunk and became a terrorist would work well in court.
The family of Satoshi Kirishima are refusing to take his body.
So, the final farewells will fall to his mates.
"When things settle down, we'd like to have a farewell party for him," Takeshi Ito said.
If it really happens, good on him for doing it for his mate.
