Both her parents were not legalized American citizens at the time of her birth! So to answer your question, NO she's ineligible to be President
“no person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President.”
Harris is a “natural born citizen” of the U.S. as defined by the Constitution. Her parents’ citizenship status at the time of her birth does not affect her eligibility for the presidency.
