A lot of it is for the thrill of taking the photo / video themselves, along with the risk of getting caught.

After living in Japan for almost 20 years, I still don't get the obsession for this kind of behavior, nor do I want to.

There was a BBC documentary about it a few years ago.

I just think it's really strange to pic a stock photo of what appears to be a woman wearing a skit in a story about a man arrested for taking upskirt photos.

It’s totally unnecessary. I was once walking up stairs somewhere (at a train station) and was looking up where I was going and could see right up a girls skirt. It’s ridiculous how short a skirt they wear.

My ex would beat our daughters’ butt if she walked out of the house wearing such clothes.

Is it money or their obsession? Were these people forced to do for the business or they simply wanted to have fun?

The punishment for such crime should be harsh but still it won't prevent them from doing it so, example voyeurism in South Korea. You better stay away from the public toilets.

It's a dangerous hobby. One "good shot" just drives you on to get a "better shot" and so on. If you don't stop, you'll end up getting arrested. But it can be hard to quit.
