There are genetical disorders where persons don't have standard X and Y chromosomes (ex : Klinefelter, Dwyer, De la Chapelle syndromes).
So it is not a black or white situation.
Although in that case, that person has obviously a trunk which would raise more than eyebrows in a female environment.
I don't care, until it costs excessive tax payers money and unnecessary taking justice time. I am a man so would not feel violated but women would in certain circumstances and I understand that.
Some respect from both sides needed with prior explanations from the person with disorder.

3 hours only... Not the end of the world.
Still, I believe Japan's energy facilities maintenance is not on par with what it should be. Japan has not developed any new energy policy to develop its electrical grid, with no sign of improvements over the years (more nuclear or green energy instead o coal, burying of electrical lines, no development of geothermal energy...)

It is obvious if you bring through electrical lines and consume gas (cars) in a limited area that energy accumulation will transform into heat eventually. The more warm it is in a place, the less difference density there is between heated air and outside air. So it gets less dispersed.
Moreover, if you use Aircon units thinking to help you at individual level, it does the exact opposite at collective city level. Outside units generate heat. That is why it is even called a heat pump.
Add low albedos of buildings, disappearance of flora (photosynthesis absorbs solar rays energy to create chlorophyllia) and limited space for water ponds, you get full heat island effect.
In forest areas, there is no such folly (no heat dome effect limiting moisture + probably increase of solar sunshine rate).
Understand how nature works in the first place where you live before complaining.
