Western international media may misread this topic as if "breakthrough of female at conservative society". But, Japan's LDP government controls bureaucrats by gripping personnel affairs during about decade, this personnel affairs also has no independency from government, LDP government mere uses "female" politically.
Unemoto avoided to arrest or indict over 80 unjust slush-fundraising LDP politicians by basis-less strange standard "over 30 millions yen or not" or unnatural slow investigation bringing to delete evidences.
And LDP regime gave "promotion" to Unemoto.
Her husband has already avoided to indict high bureaucrats who ordered tampering public documents and who cornered one staff to suicide.
Present Japan is the corrupted state itself without justice.

Why? Why is it important?
How does it make any organization or any government body better at its job?
I'm perfectly fine with women, with ethnic minorities, etc. being appointed to positions for which they are highly qualified.
But to say that an organization's ability to carry out its mission is somehow improved by hiring more women or more minorities? That is true ONLY if those women or minorities are BETTER at their jobs than their predecessors.
Their being women or minorities, in itself, doesn't improve an organization's performance at all.
